Under the new scheme minor offenders could trade their remaining prison sentence for a bimbofication treatment. Once the bimbo change was over they would be free to go and thanks to their new, bubbly and obedient, outlook on life they'd never offend again.
Either live an unchanged life in jail or live a free life as a bimbo. Those are the options.
